BY-LAWS

 

KENTUCKY INTERCOLLEGIATE ATHLETIC CONFERENCE

 

ARTICLE I

 

The order of business shall be as follows:

                      1.     Call to order

                      2.     Roll call of institutions

                      3.     Reading of the minutes of preceding meeting(s)

                      4.     Report of the Commissioner

                      5.     Report of the President

                      6.     Report of the Treasurer

                      7.     Report of the special committees

                      8.     Old business

                      9.     New business

                    10.     Appointment of special committees

                    11.     Election of officers (spring)

                    12.     Date announced for next meeting

                    13.     Adjournment

 

ARTICLE II

 

Election of Officers:

 

Officers of the Conference shall be elected by ballot at the regular semi-annual meeting in the spring and shall continue in office until their successors are chosen. A vacancy occurring between meetings of the Conference shall be filled by the Commissioner.

 

ARTICLE III

 

Notice of New Business:

 

Each member of the Conference shall send the Secretary, not less than six weeks before the semi-annual meeting, notice of any proposed amendments to the Constitution and the Secretary is required to send complete copies to all members two weeks before the semi-annual meeting.

 

ARTICLE IV

 

Associate Membership:

 

Associate member schools are recognized as those schools who sponsor less than the required minimum or recognized Conference sports.

 

 

ARTICLE V

 

Attitude Toward Athletics:

 

          Section 1.     The members of this Conference agree to promote and control student-

                              athletics in order to maintain them at a high standard of personal

                              honor, scholarship, eligibility, fair play, and to remedy whatever

                              abuses exist.

 

          Section 2.     Whenever a player is suspected of athletic irregularities, the Director

                              of Athletics of his/her institution shall use every means possible to

                              adjudicate the case. Upon failure to arrive at satisfactory remedies, the

                              case shall then be submitted to the Conference.

 

ARTICLE VI

 

Definitions and Rules of Eligibility:

 

The eligibility rules of this Conference shall apply to every student competing in any athletic contest as a representative of any member of the Conference.

 

All eligibility rules of the Kentucky Intercollegiate Athletic Conference will be the same as those of the National Association of Intercollegiate Athletics.

 

ARTICLE VII

 

Contracts

 

Contracts for conference contests in all sports are required.

 

Modifying a Contract:

 

Any team canceling or modifying a contract for a game with another institution without consent must be reported to the Commissioner for discipline. Appeals of his/her decision may be made to Executive Committee.

 

Fulfilling a Contract:

 

Members will have fulfilled their obligation on a contract commitment when the visiting school has traveled to the site of the home team; or when the visiting team has incurred any travel and/or meal expense en route as a result of an attempt to meet any contract obligation.

 

ARTICLE VIII

 

The Coach:

 

Any coach who in any way aids or abets in any violation of these by-laws, or in any way violates the spirit of these by-laws, shall be barred from coaching in the Conference. Any institution employing said coach after his/her disbarment or allowing him/her to serve in any athletic capacity shall be expelled from the Conference.

 

ARTICLE IX

 

Adopted Rules:

 

The rules adopted by the National Association of Intercollegiate Athletics shall apply when a question of interpretation is posed that is not covered in the Conference Constitution and By-Laws.

 

ARTICLE X

 

Conference Finances:

 

A budget shall be presented by the Treasurer and voted on by the Executive Committee and the Athletic Directors.

 

Stipends:

 

Stipends for the President (paid semi-annually), Commissioner (paid monthly), President-Elect/Secretary (paid semi-annually), Eligibility Chair (paid semi-annually), Web-Master (paid monthly) and Conference Sport Information Director (paid monthly) shall be reviewed and set annually.

 

ARTICLE XI

 

Scholar Athletic Teams:

 

All players having a cumulative 3.25 grade point average for at least two semester of attendance at the KIAC institution shall be automatically named to the All-KIAC Scholar

Athlete Team. The names of team members shall be sent to the Commissioner of the Conference by their respective Athletic Directors by no later than May 31 of each school year.

 

ARTICLE XII

 

Sports Guidelines and Regulations:

 

All sports guidelines and regulations shall be compiled separately as an Appendix to the By-Laws. All proposed sports regulations changes shall be due four weeks prior to the fall or spring meeting. The by-laws are to be reviewed annually by the respective Sports coaches and the sports chairs.  The regulations will be approved on an annual basis by the Executive Committee and Athletic Directors..

 

 

 

ARTICLE XIII

 

Financial Reports of Conference Tournaments:

 

All financial reports for any conference tournament shall be submitted to the Commissioner no later than 30 days after a Conference tournament has been completed.

Reports must be submitted on the KIAC Financial Report Form.

 

ARTICLE XIV

 

Severe Weather Policy for Outdoor Sports and Swimming:

 

When thunder is heard or lightning has been seen, you shall follow this procedure:

 

                      1.     Suspend practice or competition immediately.

 

                      2.     Clear the site immediately and if possible move everyone to an indoor

                              shelter. If swimming, everyone should get out of the water and move a

                              safe distance away.

                       

                      3.     Remain inside for 30 minutes following the last thunder or lightning

                              observance.

 

Following the 30 minute suspension of practice and/or competition, play may resume, only if there are no signs of threatening weather. If threatening weather conditions still exist, suspension of play and/or competition will continue, or competition may be canceled at the discretion of the official and/or home management.
